About Level 13 — Posts & Designations
Level 13 is the Joint Secretary grade — one of the most powerful positions in the Indian bureaucracy. Joint Secretaries head entire departments or major divisions within ministries, manage large budgets, and shape national policy. They report directly to the Secretary of their department. Recruitment is through the IAS/IPS/IRS cadre or lateral entry. Promotion leads to Level 14 (Additional Secretary).
